Albania's mobile market runs on two main national networks: One (formerly Telekom Albania) and Vodafone Albania. One has the broadest reach across rural highlands, southern Riviera villages and northern lake districts where Vodafone can be thinner; Vodafone competes closely in Tirana, Durrës and the main coastal resort strip. Both report high population-level 4G coverage in cities and along the SH8 Riviera highway, with 5G rolling out in Tirana, though mountain switchbacks on the Tirana–Elbasan route, remote Theth valley trails and smaller Ksamil coves can still see variable signal regardless of provider.
The Tirana-plus-Riviera pattern is Albania's most common tourist connectivity itinerary: fly into Tirana, drive south through Berat and Gjirokastër to Sarandë and Ksamil, optionally continuing by ferry toward Corfu. This is a single-country Adriatic trip rather than the multi-country Balkans road loop that the region page addresses — Croatia and Montenegro may bookend the same holiday, but Albania's own coverage, registration rules and non-EU status are what matter once the border is crossed south from Dubrovnik or north from Greece.
Albania is not an EU member state, so visitors arriving from EU Croatia or Greece should not assume home EU roaming terms continue automatically. Buying a local Albanian prepaid SIM from One or Vodafone requires passport-based identity registration under AKEP (Agjencia Kombëtare e Shërbimeve Elektronike e Postare) rules — available at Tirana airport counters and city shops, but still a stop before the line works. A global data-only travel eSIM does not issue an Albanian phone number, so it sidesteps that registration step and works at Albania's live rate regardless of EU membership status.
The practical sequence: install the eSIM profile over Wi-Fi before departure — especially if the previous leg was in EU Croatia — keep the home SIM active for calls and passcodes, switch on the data eSIM once landed at Tirana or crossed the border from Montenegro or Greece, and download offline maps for Berat and Gjirokastër old towns where stone walls can weaken alley-level signal.
