Does EU roaming cover my whole Balkans road trip?
No — the EU's "roam like at home" rules apply inside EU/EEA member states. Croatia and Slovenia are EU members; Bosnia and Herzegovina, Serbia, Montenegro, North Macedonia and Albania are not, so a home EU plan's roaming terms do not automatically extend to those countries.
